The Public Investments Committee is constituted pursuant to the provisions of S.O. No 206 and is responsible for the examination of the working of the public investments. It consists of a chairperson and not more than sixteen other Members. The Public Investments Committee elects a chairperson and vice-chairperson from amongst its members. The Public Investments Committee constituted immediately following the general elections shall serve for a period of three calendar years and that constituted thereafter shall serve for the remainder of the parliamentary term. The new book, Global Education Reform, documents the ideologically and educationally distinctive approaches three pairs of countries have taken in structuring their education systems: Chile and Cuba; Sweden and Finland; the United States and Canada. The analysis concludes that the education sector is better served by a public investment approach that supports each and every child than by a market-based, competition approach that creates winners and losers. Politicians in the media often talk about the private and public sectors of our economy but what's the difference? And which one is more effective? The private sector is made up of businesses or corporations owned by people. The private sector includes malls, grocery stores, and your local diner. To make a profit in the private sector, businesses must earn our money by offering us products and services that we want or need. When businesses have to compete for the same dollars, prices go down because no one wants to pay twice as much for shoes at one store if you can get the same pair cheaper at another place. On the other hand, the public sector is not supported by profits. It doesn't have to compete for our dollars. Instead, the public sector uses our tax dollars to fund its services. So we pay for these programs no matter how much or how little we use them. The government decides how our tax dollars should be spent in the public sector. This makes sense for some things. For example, you probably wouldn't want firefighters or police officers competing with one another for your business. In other cases though, this means things cost more or service is worse. The U.S. Post Office has $100 billion in debt and is regularly bailed out with taxpayer money. And the Department of Motor Vehicles isn't usually known for fast, friendly service. In contrast, private companies know that if they offer poor customer service and don't make money, they'll go out of business. When comparing the private sector with the public sector, it's clear that the market-driven private sector is more efficient. When you don't have to be profitable or accountable, things tend to be more expensive and the service is worse. So when there's a choice between a private sector or a government service, think about that package you really need delivered.

Texas Public Libraries: Economic Benefits and Return on Investment
Texas public libraries are economic engines in their communities. According to a new report on the economic benefits of public libraries, we now know that for every one dollar invested in Texas public libraries, communities see a return of $4.64 in services. A data-intensive research design was developed to document and to quantify these economic benefits. Extensive databases from the Texas State Library and Archives Commission (TSLAC) were used in conjunction with the input-out economic modeling software, IMPLAN. Based on the IMPLAN model, which analyzed public libraries purely as business and organizational entities, libraries produced $976 million in economic activity. Further, in FY2015, more than 11,000 jobs in Texas were dependent on public library expenditures.

What Saudi Arabia's $3.5B Uber Investment Means For Women
Uber just scored a lot of money from a Middle Eastern investor.  Saudi Arabia's Public Investment Fund handed Uber $3.5 billion, one of the largest investments the kingdom's ever put toward a private startup company. The ride-sharing service said in the past that it sees the Middle East and North Africa as one of its fastest-growing regions, and it plans to spend $250 million on expanding in the area.  Uber expanding in Saudi Arabia could be a boon for women in the country, who aren't allowed to drive due to a religious edict. The company claims roughly 80 percent of its riders in the country are women.  So Saudi Arabia's investment could potentially help increase the number of working women. The kingdom's already said it wants women to make up 30 percent of the workforce by 2030. As a result of the deal, a rep from Saudi Arabia's Public Investment Fund will have a seat on Uber's board. Wide of tourists at site STORYLINE: Earlier this month, Morocco's government announced it would suspend 15 billion dirhams (1.75 billion US dollars) of public investment to help balance an overstretched budget during the country's current economic crisis. Morocco has been hit hard by the financial crisis in Europe - its chief trading and investment partner as well as a key source of remittances from workers living abroad. The north African kingdom's Islamist-led coalition government came to power in November 2011 on promises of creating jobs and fighting corruption. But it has spent most of its time in power struggling to rein in swelling public debt. Unemployed arts and social science graduates in Morocco's capital Rabat take to the streets almost daily chanting anti-government slogans. Official unemployment in Morocco has risen to nine per cent. The demonstrators believe they are entitled to civil service jobs. But their demands are falling on deaf ears. There is now little fiscal wriggle room left for the government to be able to placate the graduates. The industry minister is looking to African markets. The book spans six countries organized into three geographically proximate pairs: 1) Chile and Cuba, 2) Sweden and Finland, and 3) Canada and the United States. Each pair contains one country trending towards privatization while the other employs a public investment approach. Authors from each country (except for Cuba) provide individual case studies. App-enabled cab company Uber today confirmed that it has raised $3.5 billion from Saudi Arabia’s Public Investment Fund, which is the investing arm of the Saudi Arabian kingdom. The money came in at Uber’s valuation of $62.5 billion, which is the same amount at which it reportedly raised $2.1 billion late last year.
