What is The SAFE Investment Company?
SAFE Investment Company Limited is a sovereign wealth fund of government of China. The firm primarily makes its investments into securities, currencies and commodities markets. SAFE Investment Company Limited was formed on 1997 and is based in Central, Hong Kong. SAFE, the central bank body charged with managing China's US$3.4 trillion pile of foreign currency reserves. Now it is looking to spice up its US portfolio with the addition of stocks, private equity, real estate and other high-octane asset classes. Attempts to diversify China's foreign reserves away from US Treasuries are nothing new. As long ago as 1997 the central bank set up the SAFE Investment Company, or SIC, with an office in Hong Kong and US$20 billion to invest. But in recent years SAFE has stepped up its diversification program, partly in response to the establishment in 2007 of the rival China Investment Corporation. SAFE's existence and role were initially closely guarded secrets, its subsidiaries were minor, but the funds under management have increased significantly in recent years. They were responsible for running SAFE's portfolio across the various time zones, replicating the investments of head office in Beijing. SAFE created and controlled the Central Huijin Investment Company, but in September 2007, it ceded control to the newly formed sovereign wealth fund, China Investment Corporation. What's the Minimum Capital Required for a Hong Kong Business Investment Visa?

The former requires an applicant to establish or join in a Hong Kong business actively, while the latter is just a matter of passively investing in the HKSAR. The Capital Investment Entrant Scheme requires at least ten million Hong Kong dollars while the Business Investment Visa does not require any such minimum. Instead, you need to have sufficient capital to give effect to a business plan which will demonstrate to the Hong Kong Immigration Department that you can make a substantial contribution to the economy of Hong Kong. Of course, this is like asking how long is a piece of string. So, instead of focusing on a specific minimum number, it is better to produce a set of financial projections that show the following: - You can finance the first 12 months of your business and life in Hong Kong using your investment funds through until such a time as you have revenues, then profits, coming into your company. - You can create at least 1 or 2 local jobs in the first 12 to 18 months of operation -- and have the money to fund your business through to this time -- and beyond. - You have sufficient capital to give effect to your overall business plan such that it stands a reasonable chance of becoming a solidly entrenched commercial entity in its own right before too long. So it all depends on your business plan, your prior experience and the overall story. Business investment visas can be approved with cash in the bank at just 300,000 or 400,000 Hong Kong dollars if your story is a good one but be aware, bottom scraping should be avoided at all costs if you want to sleep well at night whilst the Immigration department are considering your application!

Why there has never been a better time to Invest Offshore - As a result of media saturation of tax evasion with a negative spin on offshore banking, plus a constant perceived threat of the disintegration of the Euro Zone, due to news from Greece, Spain and Cyprus, many people have adopted the idea that anything related to offshore or Europe is either illegal or too risky. This article is provided to inform that, in fact, the opposite is closer to the truth. Due to new laws and tax codes being implemented by all the of the G20 Nations, specifically written to clarify and make transparent cross-border investments for tax purposes, there has never been a better time to Geo-diversify an investment portfolio. To put it another way; now is the time to invest offshore. As far as Europe is concerned, as it relates to a currency collapse because of a possible break-up of the Euro Zone. Rather than attempt to defend the point that the collateral assets and immense pools of private wealth that the leadership thereof would never likely allow a sharp decline in the currency value, let-alone a complete collapse to occur. We'll refrain from an economics debate but rather point out that having a Luxembourg Investment Account does not necessarily mean that we suggest that an investor have cash, assets, or all other investments (i.e. Gold, Silver, real estate, intellectual property, art, collectibles and other assets) in Luxembourg, or even Europe for that matter. The investment assets are held where the registered investment is organized...meaning there is no custodian holding assets in Luxembourg unless the investor buys a registered Luxembourg Fund. Hong Kong Trustee Organizes Luxembourg Investment Platform If you organize a Luxembourg Investment Account by means of the Administrator/Trustee of a Regulated, Registered, Recognized Retirement Plan. Then your investments are NOT a Passive Foreign Investment Company (PFIC) and there are no FATCA Foreign Financial Institution Withholding Issues. For an American investor you have simplified your IRS reporting to IRS Form 8938 and FBAR only. This example uses a Hong Kong Excluded Employee Trust plan (it is called excluded because you are not resident in Hong Kong) that is supervised also by the International Organization of Pension Supervisors. There are 60 member Countries. We have selected Hong Kong because the plan gives you control, allows for the greatest investment choice and because of the Financial Security and Safety of Hong Kong Regulators. The Internationally recognized Foreign Retirement Plan is Regulated, Registered and Recognized. The Retirement Plan Administrator Trustee opens up a nominee investment account for you in Luxembourg. Indeed, all of their standard communications and documentary requisition lists detail the exact papers availed when your business has been duly established as a limited liability company here. Even though establishing a sole proprietorship or partnership at will is just a simple matter of applying (and paying) for a Business Registration Certificate issued by the Inland Revenue Department, by not formally incorporating your business in Hong Kong, you are sending a message to the Department about your level of sophistication as you prepare to undergo your act of investment here. The Hong Kong Immigration Department might conclude that you're simply trying to do business 'on the cheap' - which is the antithesis of what the they expect to see when considering an investment visa application. Remember, businesses on a shoe string struggle to get approved. If you can't afford to incorporate, the question really is begged, as to whether you'll actually get an investment visa after all.

A bad investment in an Indonesian taxi company is said to have caused the collapse of one of Asia's largest independent investment banks. Despite the closure of one of Hong Kong's top investment banks, the Hang Seng Index rebounded following seven days of consecutive losses. Hong Kong's top Blue Chip indicator closed Tuesday's afternoon session 598.94 points up at 8720. The founder of Peregrine Investments, Philip Tose, and his partner Francis Leung held a press briefing to outline details on the future of the collapsed bank. SOUNDBITE: (English) "There was a court meeting. At that court meeting, the firm of Price Waterhouse was appointed as the provisional liquidator. We are, of course, very concerned about our staff. They are a top priority for us." The company says they have had a number of enquiries about buying parts of Peregrine. Investors in China and the United States were said to be among the potential buyers. Monday's plunge to the index's lowest level since March 1995 was prompted in part by the collapse of Peregrine Investment Holdings. Ordinary people fear the economic fallout from the regional crisis. It's simply not true. Certainly, every applicant for an investment visa needs to have a 'planned business' but it certainly doesn't follow that, in order to get an approval, the Hong Kong Immigration Department insist on seeing a formal business plan as such. This is an important point because so many investment visa applicants that come our way have written up at least a basic document which sets out how they see their business playing out over the first couple of years. This is just good planning. These raw documents cannot properly be said to be formal business plans (as in a 60 page document with extremely detailed all-scenarios-covered projections, risk factors, use of funds, competitor analyses, IP policies and the like). Most entrepreneurs starting out for the first time wouldn't know where to begin in crafting a document like that. However, this documented material does provide the essential elements of the argument underpinning the investment visa application and is an absolute gold mine of information for an immigration consultant who is skilled at articulating an investment proposition in the context of current Hong Kong immigration policy. When called for by non-specialist immigration practitioners, a formal business plan just puts an added documentation burden on the client and relieves the service provider of the need to properly argue the case. Don't let them get away with it! You pay good money to consultants to get your investment visa approved so make us earn our keep. Most definitely have your plans, intentions and money flows written down, but the HKID no more want to read a 60 page business plan in support of your application, than you want to write one.
