Sansha city says it held a meeting on the development which would follow though on a central government directive It came after US challenge in the region and criticism of ‘China’s illegal island-building in international waterways’ The southernmost Chinese territory in the South China Sea, Sansha, will press ahead with a plan to build an “island city” on Woody Island and two smaller neighbouring islets in the contested waters. Zhang Jun, the Communist Party secretary of Sansha, which is located on the island in the Paracels, led a meeting on the development plan there on Friday, according to a statement on the city government’s website. Sansha, part of Hainan province, was established by the Chinese government in 2012. The party chief said it aimed to turn Woody Island, or Yongxing in Chinese, and two smaller islets – Tree and Drummond, or Zhaoshu and Jinqing – into a “national key strategic service and logistics base”. “We need to carefully plan the overall development of the islands and reefs based on their different functions, taking into account their complementary relationship,” Zhang said in the statement. He said the development plan would follow through on a speech given by President Xi Jinping last year and a central government directive issued in April marking Hainan’s 30th anniversary. The statement did not give further details of the plan but said officials in Sansha must “take active steps and demonstrate their initiatives” to provide a “satisfactory report card” to the party leadership The Sansha meeting was held as Beijing’s activities in the South China Sea are under growing international scrutiny and followed a show of force in the region by the United States aimed at countering China’s expansion. On Tuesday last week, US Secretary of State Mike Pompeo criticised “China’s illegal island-building in international waterways” and accused Beijing of blocking energy development in the South China Sea through “coercive means”. The top American diplomat’s comments drew a strong response from Beijing. China’s foreign ministry said they were “irresponsible” claims made by an “extraterritorial country” that had repeatedly tried to destabilise the region. On Wednesday, two American B-52 strategic bombers, which are capable of carrying nuclear weapons, flew over the disputed South China Sea area for a second time in 10 days. Beijing has long objected to the US military sailing near or flying over islands claimed by China. The US Navy has already conducted two freedom of navigation operations in the disputed waters this year. In January, the USS McCampbell sailed near the Paracel Islands, and on February 11, the USS Spruance and the USS Preble sailed near Mischief Reef in the Spratlys – both actions triggering condemnation from Beijing. The US carried out at least five such operations last year and four in 2017, according to a defence department report. That compared to four in both 2016 and 2015. Shi Yinhong, a professor specialising in US-China relations at Renmin University of China, said Sansha’s meeting on further island-building was a response to the recent US challenges over the South China Sea issue. But he said the fact that the statement came from Sansha instead of from the provincial or national level of government indicated that Beijing wanted to keep the plan low-profile. Shi said he believed China’s priority at present was ending the trade war with the US rather than pushing forward construction and weapon deployment in the South China Sea. He also believed Beijing was unlikely to push through a vast development plan at speed. “If this is going to be on a large scale and carried out quickly – which I doubt – then the strategic response from the US will be somewhat dramatic, and the rivalry between Beijing and Washington will escalate,” he said. “That would jeopardise Beijing’s key priorities, both domestic and international.” Beijing started building islands in the South China Sea in 2014 and has turned the Fiery Cross, Mischief and Subi reefs, in the contested Spratlys, into fully fledged islands, installing a number of military and civilian facilities there. US China in Shock of India Making Commercial Passenger Planes . Commercial flight nod for made in India plane . NEW DELHI You may soon be flying regional routes on board a made in India aircraft. The Directorate General of Civil Aviation (DGCA) has allowed Hindustan Aeronautics Ltd (HAL) manufactured Dornier 228 to be used for civilian flights. The 19-seater aircraft has, till now, been used by defence forces and is the first plane to be made in the country for commercial flights. The DGCA has given type certification to this aircraft and also given certificate of airworthiness to HAL's Dornier 228. Now, HAL can sell this plane to airlines in India and it can be used by them for regional flights under the Modi's government's ambitious UDAN scheme+ , a senior aviation official said. "Some special incentives may be given to operators using this plane. Apart from airlines in India," the official added. The HAL describes its 19-seater Dornier 228 as "highly versatile multi-purpose light transport aircraft. It has been developed specifically to meet the manifold requirements of utility and commuter transport, third level services and air-taxi operations, coast guard duties and maritime surveillance." The non-pressurised plane has maximum cruise speed of 428 kmph and a range of 700 km. It is capable of night flying. HAL successfully carried out test flights of this plane at Kanpur airport this month after which DGCA gave the required nod+ for it to be used in civil side. HAL has a "transport aircraft division" in Kanpur since 1960. "(It) has core competence in manufacture, maintenance, modification and upgrade of light transport aircraft and trainer aircraft for both domestic and international markets. The division also carries out maintenance, repair and overhaul of aircraft.... The division has also commenced manufacture of the civil variant of Dornier 228 aircraft," the HAL website says. While the DGCA has now allowed Dornier 228 to be used for commercial flights, HAL says it can also be used for "pollution prevention" and "executive transport". Thanks for watching. A Pan American Airline flight lands at mark 01:30 while the film’s narrator explains how the “life” of an airport is planned in a control tower. We see scenes of air traffic controllers as planes land from around the world, but the newest challenge for airports is the cargo aircraft. “Today anything … goes by air,” we’re told at mark 02:15 as a plane taxis along a runway. A TWA crew is shown loading a “speed pack” full of sea moss to the belly of an aircraft for transportation, and the film moves to a discussion of how sea moss is gathered, beginning at mark 02:50. Cars are shown loaded onboard an aircraft at mark 04:50 and then traveling down the streets of Paris, their final destination. At mark 06:54 we see an air transportation station in Brussels, this time for mail delivered by helicopter. From Johannesburg in southern Africa to Benghazi along the Mediterranean Sea, we’re told how cargo aircraft speed delivery to desperately needed medicines (including chloromycetin) across the African continent. Cargo aircraft are also used to move live animals (mark 13:40) around the world, as such animals as tiger cubs, leopard cubs, and elephants arrive in England. In some hours the Antonov Corporation refuted this report, but then issued a brief comment with ambiguous statements on a long-term cooperation deal. Aleksey Maslov, Professor and Chairman of the Department for Oriental Studies of the Higher School for Economics, commented Pravda.Ru on the deal: ‘We can evidence quite standard Chinese approach here. China has been approaching the Ukrainian Antonov Corporation for the latest two years and attacked it with its offers. But as it’s a matter of political image, Ukraine wouldn’t like to officially speak about it, that it really sells the Antonov aircraft to China and even technologies are provided. Thus, a cunning way was chosen – cooperation has been carried out not between China and Ukraine, but through a company in Hong Kong or somewhere else. It’s beneficial for China to declare that the Antonov Corporation handed over technologies, which is not for Ukraine’. According to aviation experts, Mriya is the only thing Ukrainian aviation could be proud of. And does Ukraine have any relation to the design of this aircraft? Victo Gorlov, former deputy Minister of the USSR civil aviation: ‘It’s a development of the Antonov Design Bureau. It was developed during the Soviet time, but now the Bureau is in the territory of Ukraine. That is why they are owners of the intellectual property, and all of the technologies. The aircraft was developed and made in Ukraine, in two copies. Of course there are a lot of Russian materials and components. It’s a unique ultra-heavy airplane. New Delhi, Nov 30 (ANI): The first Indigenous Airborne Early Warning and Control System conducted air to air refueling successfully. The task was conducted by using the mighty Ilyushin Il-78 (IL-78), which is a tanker aircraft. It was the first time when the Indian Air Force carried out such an exercise to refuel another plane.
