Investment in infrastructure is part of the capital accumulation required for economic development and may have an impact on socioeconomic measures of welfare. The causality of infrastructure and economic growth has always been in debate. In developing nations, expansions in electric grids, roadways, and railways show marked growth in economic development. However, the relationship does not remain in advanced nations who witness more and more lower rates of return on such infrastructure investments. Nevertheless, infrastructure yields indirect benefits through the supply chain, land values, small business growth, consumer sales, and social benefits of community development and access to opportunity. The American Society of Civil Engineers cite the many transformative projects that have shaped the growth of the United States including the Transcontinental Railroad that connected major cities from the Atlantic to Pacific coast; the Panama Canal that revolutionized shipment in connected the two oceans in the Western hemisphere; the Interstate Highway System that spawned the mobility of the masses; and still others that include the Hoover Dam, Trans-Alaskan pipeline, and many bridges (the Golden Gate, Brooklyn, and San Francisco–Oakland Bay Bridge). All these efforts are testimony to the infrastructure and economic development correlation. European and Asian development economists have also argued that the existence of modern rail infrastructure is a significant indicator of a country’s economic advancement: this perspective is illustrated notably through the Basic Rail Transportation Infrastructure Index (known as BRTI Index) During the Great Depression of the 1930s, many governments undertook public works projects in order to create jobs and stimulate the economy. The economist John Maynard Keynes provided a theoretical justification for this policy in The General Theory of Employment, Interest and Money, published in 1936. Following the global financial crisis of 2008–2009, some again proposed investing in infrastructure as a means of stimulating the economy (see the American Recovery and Reinvestment Act of 2009). While infrastructure development may initially be damaging to the natural environment, justifying the need to assess environmental impacts, it may contribute in mitigating the "perfect storm" of environmental and energy sustainability, particularly in the role transportation plays in modern society. Offshore wind power in England and Denmark may cause issues to local ecosystems but are incubators to clean energy technology for the surrounding regions. Ethanol production may overuse available farmland in Brazil but have propelled the country to energy independence. High-speed rail may cause noise and wide swathes of rights-of-way through countrysides and urban communities but have helped China, Spain, France, Germany, Japan, and other nations deal with concurrent issues of economic competitiveness, climate change, energy use, and built environment sustainability. Research into packet switching started in the early 1960s. The ARPANET in particular led to the development of protocols for internetworking, where multiple separate networks could be joined together into a network of networks The first two nodes of what would become the ARPANET were interconnected on 29 October 1969. Access to the ARPANET was expanded in 1981 when the National Science Foundation (NSF) developed the Computer Science Network (CSNET). In 1982, the Internet Protocol Suite (TCP/IP) was standardized and the concept of a world-wide network of fully interconnected TCP/IP networks called the Internet was introduced. TCP/IP network access expanded again in 1986 when the National Science Foundation Network (NSFNET) provided access to supercomputer sites in the United States from research and education organizations. Commercial internet service providers (ISPs) began to emerge in the late 1980s and early 1990s. The ARPANET was decommissioned in 1990. The Internet was commercialized in 1995 when NSFNET was decommissioned, removing the last restrictions on the use of the Internet to carry commercial traffic. The Internet started a rapid expansion to Europe and Australia in the mid to late 1980s and to Asia in the late 1980s and early 1990s. During the late 1990s, it was estimated that traffic on the public Internet grew by 100 percent per year, while the mean annual growth in the number of Internet users was thought to be between 20% and 50%. In fact, the AIIB’s current size is one-third that of the Asian Development Bank’s and has one-fifth the cash the IMF can draw on immediately. The new institution is seen as China’s answer to the other Western-dominated banks whose largest shareholders are predominantly the United States, European Union countries and Japan. In comparison, the AIIB’s main shareholders so far are China, India, Qatar and Kuwait. According to the Asian Development Bank, Asia’s infrastructure investment needs could reach US$750 billion in the next decade, an amount the Asian Development Bank can’t finance on its own. The AIIB could close the current gap between supply and demand. The AIIB’s supporters say funds will also go toward building cross-border infrastructure that will better bind the region together. A state-backed newspaper says the government has asked for project proposals by the end of June, even for those initially due for the end of the year. China is heading for a sixth straight quarter of slowing growth and investment in roads, bridges and property is at its weakest in nearly a decade. Citing government sources, the newspaper article in China Securities Journal, said Beijing did not rule out bringing forward next year's projects, if it thought more investments would be needed to stimulate the economy. The newspaper also cited media reports saying the central government will speed up budget allocations to various construction projects, including highway construction. News of Beijing's latest efforts to bolster growth lifted stock markets. Australian shares rose 1.2 percent and Britain's FTSE 100 gained as investors bought mining companies on the prospects of more sales to China. Chinese infrastructure stocks outperformed, while benchmark copper prices rose to a one-week high. The five top movers on the China Enterprises Index of Chinese companies listed in Hong Kong were all infrastructure related; China Communications Construction, China Railway Construction Group, China Railway Group, Anhui Conch Cement and Zoomlion Heavy Industry. So that means we need to be thinking about the long term whenever we’re making decisions about where to allocate your savings. Long term investing isn’t just thinking about asset valuations or the direction of the economy. It’s also about making sure that the returns you’re getting on your investments are sustainable. What do we mean by this? FOCUSING ON LONG-TERM GROWTH AND PROFITABILITY Well, a business that’s overly focused on generating short term results to keep shareholders happy, might neglect long-term opportunities that don’t necessarily deliver profits in the near term. Even worse, some companies might do things in the short term such as cut corners or chase market share, which could do real damage to their long term sustainability. Our investment team actively engages with companies to help their management understand that we’re long term investors. We encourage them to think about long term value creation, which is about long term growth and profitability. And we let them know when we disagree with their strategy, although we find it’s usually more productive to do this privately and consistently than by shouting from the rooftops. Sometimes that could mean voting against the Board’s recommendations at annual general meetings, and in extreme cases, we exclude certain companies and industries from our portfolios. A good example of this is the tobacco industry, where we think the long term investment risks are so great, and the business so damaging to consumers, that we’ve instructed our investment managers to avoid investing in the industry altogether. IT'S REALLY ABOUT MAKING BETTER INVESTMENT DECISIONS Part of having a sustainable, long term business model is about looking after the environment. This is something we pay a lot of attention to when we’re making investments, particularly property and infrastructure investments that we expect to hold for a long time. All of these investments are screened to assess the impact of environmental, social and governance risks. How will climate change affect this investment? Does it cause damage to consumers, their workers or the community in which it operates? And do the management and Board show the appropriate respect for the interests of shareholders, or are they more focused on feathering their own nests? These issues are rarely black and white, and of course, risks evolve over time. It’s important that we stay on top of things, and so the monitoring process is ongoing. It’s difficult to totally remove environmental, social and governance risks in a diversified portfolio. Our focus is on managing these risks, and encouraging the management of the companies we invest in to make long-term, sustainable decisions… we believe this will support your ultimate investment goal, which is to earn a steady income in retirement.
