Regional Electricity Markets – Seven Steps to a Single European Electricity Market

Cross-border cooperation in energy is not a new idea. Historically, it is at the core of the development of the European Community. In 1951 France, West Germany, Belgium, Luxembourg and the Netherlands decided to form the European Coal and Steel Community. They hoped that pooling vital natural resources would ‘make war not only unthinkable but materially impossible’. In 2014 the goals of cooperation in energy have changed. Member states seek to complete an internal energy market which will ensure competitiveness, sustainability and security of supply. As a small, peripheral market with a reliance on imported fossil fuels, Ireland has much to gain from the increased integration of energy markets in the EU. However, this must be a gradual process as member states remain reluctant to cede control of how they use the national energy resources which fuel their economies. Electricity remains one of last sectors without free trade in the EU. Therefore, in 2006 the European Regulators Group for Electricity and Gas (ERGEG) established seven regional electricity markets as an interim step toward a single European electricity market.1 The regional markets are as follows: 1. France-UK-Ireland, (FUI) 2. Central-East 3. Central-West 4. Central-South 5. South West 6. Baltic 7. Northern Ireland, operating as an all-island Single Electricity Market (SEM) since 2007, is part of the regional energy market covering the FUI region and cooperates with two of the biggest electricity producers in Europe: France and the UK. The governments, regulators and grid operators from these countries are working together to develop solutions for a regional market. While the target for the completion of the internal energy market is the end of 2014, Ireland has been granted an extension until 2016 to allow for transitional arrangements, due to the significant differences between the SEM and European market models. The incoming European Commission President, Jean Claude Juncker, has reaffirmed the priority of completing the internal energy market, emphasising the benefits of driving down costs and boosting growth. Meanwhile, in the wake of concerns about European energy security, the current Italian Presidency has argued that the completion of the internal energy market will increase member state solidarity, ensure safety of energy supplies and facilitate the integration of indigenous sources of energy, like renewables. However, completing the internal energy market by 2014 remains a sizeable challenge. Member states still need to increase interconnections and further harmonise their market rules. This video explains the role regional electricity markets are playing in meeting this challenge and the benefits they are expected to bring.

The Board of Reliance Power approved a proposal for issuing bonus shares to all categories of shareholders, excluding the promoter group (comprising the Reliance Energy Limited and the Anil Dhirubhai Ambani Group), in the ratio of 3 shares for every 5 shares held. This announcement came in a short span of time (just 10 trading days) since the company was listed on the stock exchanges on February 11, 2008, which saw a steep fall in its share price by 11 to 15 per cent compared to its initial offer price. The offer will reduce the cost of Reliance Power shares below its Initial Public Offer (IPO) price: Rs.269 per share for retail investors, 40 per cent lower than the IPO price of Rs.430; and Rs.281 per share for other investors, 37 per cent lower than the IPO price of Rs. 450. In a related development, Anil D. Ambani, Chairman, Reliance ADA Group, announced a voluntary contribution of 2.6 per cent of his shareholding in Reliance Power to the Reliance Energy Limited to protect the company from any dilution of its existing 45 per cent stake in Reliance Power, as a result of the bonus proposal. Reliance Energy’s stake will be maintained at 45 per cent. In the revised shareholding pattern, Mr. Ambani’s holding in Reliance Power gets reduced from 45 to 40 per cent, Reliance Energy’s holding maintained at the same level of 45 per cent and the shareholding of the public has increased from 10 to 15 per cent. The reduction of Mr. Ambani’s shareholding represents a contribution of nearly Rs. 5,000 crore by him in favour of nearly 6 million investors in Reliance Energy and Reliance Power. Based on the proposal for issuance of bonus shares, the paid-up capital of the company will stand increased to 239.7 crore equity shares of Rs.10 each. Reliance Power Limited is the flagship company of the Reliance ADA Group to develop, construct and operate power generation projects. The company is currently developing 12 power projects with a combined planned installed capacity of 28,000 MW, one of the largest portfolios of power generation assets under developments. On Tuesday, the consumer price index for November was unchanged and the Empire State manufacturing survey for December declined for the fifth straight month in a row, however, it did show signs of improvement coming in at -4.59, compared to the prior month’s -10.7. On Wednesday, markets finally got their long-awaited increase in interest rates, courtesy of the Fed. The hike was gentle, with the fed funds rate increasing only ¼ of a point. Fed Chair Janet Yellen said in a press conference that the economic recovery has come a long way, but it is not complete, and that the Fed expects gradual further adjustments to monetary policy which will allow the economy to continue its expansion and for the labor market to continue to strengthen. This was the first increase in the funds rate since June of 2006. Markets rallied sharply on the news with the Dow Industrials closing up 224 points. Also on Wednesday, housing starts for November were strong, up 10.5% to 1.17 million annualized units, and industrial production for November fell .6%. On Thursday, jobless claims for the week ending December 12th were down 11,000 to 271,000. The dollar gained strength and commodities sold off, prompting the Dow Industrials to close down 253 points. On Friday, markets opened sharply lower as oil prices remained low and investors waited for volatility brought on by the expiration of various options and futures contracts. Now let’s take a look at some stocks. Valeant Pharmaceuticals International Inc. (NYSE: VRX) revealed lowered revenue forecasts for 2015 and ‘16, largely because its relationship with a mail-order pharmacy has ended. However, the company also said that a new distribution deal with Walgreens Boots Alliance will help the company to recover quickly. Shares of Valeant were up about 18% this week. SolarCity Corp. (NASDAQ:SCTY) shares surged more than 34% on Wednesday after Congress drafted a spending bill which would approve an extension for renewable energy tax credits. The bill is awaiting final vote in Congress and will extend the credits five more years, after they expire next year. Shares of other companies in the solar energy sector have also increased, including SunEdison (NYSE:SUNE), First Solar (NASDAQ:FSLR), and SunRun (NASDAQ:RUN) . 3M Company (NYSE:MMM) shares were down 6% Tuesday. The diversified technology and industrial company announced that slowing demand for consumer electronics and industrial supplies will affect the company’s operations. 3M has reduced its forecasts for earnings and sales growth for 2016. Shares of Pandora Media (NYSE:P) surged more than 13% Thursday after a U.S. copyright board raised music royalty rates that Pandora and Internet radio stations will pay going forward. We have completed an expedition to review solar energy solutions provided to the beneficiaries of aboriginal community during Malaysian Technology Development Corporation CSR program with Suncrox Solar Malaysia last January. The expedition was also joined by Mark Bortman from Exact Solar, an exchange fellow under Professional Fellows Program - U.S. Department of State. We visited some of the houses to examine the solar energy system self-installed by the beneficiaries and provided further consultation on maintenance. Here's a look at what investors were focused on today: The markets traded on heavy volume again today, with brief attempts to go positive. The Dow 30 closed down on the day 545 thanks to a selloff in the big financial names ahead of earnings. The S&P 500 closed down on the day by 57 and the Nasdaq 100 fared the best with a loss of 92 on the day. Tomorrow, earnings reports from the big banks will be the primary focus along with consumer sentiment and inflation numbers. Sector News Financials continued their selloff today as the big banks get ready to report their earnings tomorrow. The (NYSE: XLF) sold off another 2.5% today as Morgan Stanley (NYSE: MS) broke to new lows along Goldman Sachs (NYSE: GS) Gold finally showed signs of life as investors remembered that this is an option for safety. The price of gold shot higher by 2.5% today, breaking away from a two month range near the lows. For the year gold is still lower by about 6% but technical traders will note the change of trend with the strong trading volume. Energy and Oil continued their retreat today after participating in yesterday’s market selloff. The Energy sector (NYSE: XLE) sold off over 3% back to the 200 day moving average, once again on heavier trading volume. Stock News Delta (NYSE: DAL) shares were higher today by about 4% as the company announced earnings of $1.80 per share which was higher than Wall Street’s expectations. Revenue was the big focus though as it beat expectations by about $100 million causing the company to increase full- year guidance on their revenue numbers. The company said that strong demand for air travel along with control over their costs helped them fight off rising fuel costs. Square (NASDAQ: SQ) shares were sharply lower again today as it was announced that the CFO would be leaving the company by year end. Shares have plummeted lately in this name, losing 35% since hitting a high only 11 days ago. Technical traders note the rapid approach of the 200 day moving average as the next possible support. Sears (NASDAQ: SHLD) has officially begun skipping payments to their vendors according to Reuters which further confirms the reports from yesterday that the company will be filing for bankruptcy as soon as the end of the week.
